Generally it takes 2 to 3 weeks to get backlinks updated. Backlinks from good sits get index quickly than from low quality sites.

Backlinks needs to get indexed first and then only they can be countable.

It depends on the page's quality that is linking backto your site. it has to be indexed itself to get you help indexed. usually it takes around 14 to 15 days for google to crawl new backlinks to a site. I have mentioned maximum time limit to be on safe side.
