-Domain age
-Outbound links of link page.
-PR of link page
-Do-follow links

-Links are from authority sites
-Links are from less outbound links pages
-Links are from SE's Cache pages

Without the topic being relevant, all other factors become pretty much irrelevant. i.e. if you had a PR6 from a totally unrelated site, it's unlikely to do you any good at all.

For quality back links there are many factors but main factor is PR. PR of any link helps to boost him in a quality link and if link is dofollow its great.

Good backlinks are on unique ips, have unique content that don't look like spam, relate to the topic if you're forum or blog posting. You want to focus on do-follow links and the older the domain and higher the PR for the page the more link juice you will get.
