Can any one say that SEO is the last option for promotaing a business online?

I heard along with my work SEO is the final Option but I think it is not true 100% . What are you thinking kindly write.

but its not the last option.

There are many options of online business promotion like paid marketing (PPC), email marketing, social media marketing, seo, etc but imo seo is best option of them.
